Historically speaking, blue has had the largest amount of what I’ll call “power cards”. One only needs to look and banned and restricted list to see that. That doesn’t make it the “best color in Magic” but it does give some credence to the underlying point of what they’re trying to say which is blue has gotten more goodies during the last nineteen years than the other four colors.
