That’s not how New World Order works. We can’t borrow from Peter to pay Paul, well at least when Peter and Paul aren’t in the same set. Note that most large sets have four mechanics so five is a more but just by a little.
Part of the design for Return to Ravnica and Gatecrash was finding ways to make five mechanics fit in a way that didn’t compromise New World Order. Each one had to work at common and was put onto less cards overall. As you’ll see, we worked it out.
